Mayor Emerson S. Lachica suspends Dry Run of Re-Routing Scheme and imposes Suspension on the Implementation of Section 83 (Re-Routing Scheme) of Municipal Ordinance No. 2020-002 otherwise known as the Transport and Traffic Management Code of Kalibo, Aklan.
In the six days of the Dry Run period, several observations were brought up to the Local Government Unit of Kalibo, some good and positive observations include: (1) traffic flow being organized and congestion within and inside the Municipality were lessened, (2) TODAs observed that their take home profit everyday increased, (3) parking areas of the different barangays were organized and properly established, and (4) this Re-routing Scheme (tricycle route plan) was in compliance to the mandate of DILG Memorandum Circular No. 2020-036. While areas for improvement mentioned during the post evaluation meeting were: (1) the need to further improve the accessibility of tricycle routes to improve convenience for commuters, (2) increase in fare expenses due to the present pandemic situation and the present fare matrix, (3) increase in colorum tricycles operating were also noted, (4) not all franchise owners are members of TODAs, thus non-compliant to the designated route, and (5) unequal distribution of the number of franchises per barangay was also noted.
Based on these recommendations, Mayor Emerson S. Lachica deemed it necessary to suspend the dry run and impose a Moratorium on the Implementation of the Re-Routing Scheme pending the improvement necessary in the present section of the ordinance.
Dry Run of the Re-Routing and Moratorium in the Implementation of the Re-Routing Scheme is effective starting February 22, 2021, 12:01 AM.
